Territorial Splits in Decentralization Era
Accordance to Law 32/2004, Decentralization is a given up authority from
central government to the local and provincial government for managing their
local areas. The decentralization is essentially administrative and political in
order to improve the quality of public service provisions. As Grindle 2007
argues decentralization is expected to reduce dependence local government;
improve accountability; institutional change; and encourage local economic
development.
That law reformed new territorial, consolidation (penggabungan daerah), amalgamation or splits (pemekaran). This policy can organize all local affair, except six areas of authorities: defense and security, monetary and fiscal policy, judiciary and religious affairs (Firman, 2011). By the day, the number of territorial splits increased in great number, In 2011 there were 524 new territorial splits, including 33 provinces, 493 local governments. (Ministry Home Affairs, 2011 in Firman, 2011). But in fact, the motive is highly about political motivation that happened between local and central government, that was also caused by the easy of prerequirement submission. (Boudreau, 2003 in Firman, 2011).
West Bandung Municipality (Kabupaten Bandung Barat a.k.a KBB) is one of a territorial splits from Bandung Municipality (Kabupaten Bandung) since January 2007. In the third period of splits time, KBB couldn't showed the increasing of regional economic situation neither in physics development and public services provisions. This study will identify the territorial splits effect in KBB in case of regional development.
